Pendleton Chief Knocks Response to Deputy’s Shooting of Marine
Col. Nick Marano, commanding officer at the base, says OC officials have made “incorrect and deeply hurtful” statements about Sgt. Manny Loggins.
Camp Pendleton’s commanding officer, Col. Nick Marano, criticized civilian authorities Thursday for their public response to last week’s fatal shooting of Marine Sgt. Manny Loggins Jr. by an Orange County deputy sheriff.
“While I am confident they will do the right thing in the end, I am less than satisfied with the official response from the City of San Clemente and Orange County,” Marano said in a press release. “Many of the statements made concerning Manny Loggins’ character over the past few days are incorrect and deeply hurtful to an already grieving family.”
He added: “Sgt. Manny Loggins was a loved and respected Marine. We have received an unprecedented amount of emails and phone calls this past week from current and former Marines who knew and loved Sgt. Loggins. A family has lost their father, husband, brother and son. An unborn child will never know her father.”
Marano’s statement follows a week of conflicting accounts and unanswered questions from the Sheriff’s Department, as well as critical remarks by the deputies union, which blamed Loggins for the incident.
Initially, law enforcement officials said the deputy opened fire out of fear for his own life. A few days later, they said the deputy shot an “irrational” Loggins to prevent him from driving away and possibly harming his two daughters, who were in the back seat.
“The information released to Marine Corps officials from the District Attorney’s office is the same information released publicly by Orange County officials,” said the press release from Camp Pendleton.
According to the unidentified deputy’s version of events, Loggins sped into the parking lot of San Clemente High School around 4:40 a.m. Feb. 7 and rammed though a locked gate in his GMC Yukon.
The deputy, who had been parked nearby writing reports, pulled up behind him. Loggins got out of the car, ignored the deputy's commands and walked off into the darkness. The deputy summoned backup units and, after hearing screams from the Yukon, found Loggins’ two young daughters in the back seat. The girls said their father had been acting oddly, according to the deputies union.
A few minutes later, Loggins returned to the vehicle, behaving “irrationally” and ignoring the orders of deputies who had their guns drawn, officials said.
When Loggins got back into the vehicle and began to drive away, a deputy shot him through the driver’s-side window, officials said.
Loggins died shortly after at Mission Hospital. The case is under investigation by the Orange County District Attorney's office, which investigates all officer-involved shootings. NCIS officials have said they are assisting with the investigation.

The OCSD can release information - within 48 hours - about the Marine involved in the fatal car crash in Dana Point, but they can't release information about the deputy's actions in the shooting of an unarmed Marine TEN days ago?? Something very strange going on here...

@Mike, "back up was coming" - according to news reports and the Union's statement back-up was already there at the scene!
"Additional sheriff’s personnel arrived and comforted the children in the back seat. Loggins’ children told deputies their father had been acting oddly. A few minutes later, Loggins unexpectedly and quickly returned to his Yukon."
There were other news stories that indicated that there were several units in the area of the football field "looking" for Sgt. Loggins.

Patrick, if you are referring to the irresponsible letter by the deputy's union, then I'm with you 100%. They should definitely not be making "official" pronouncements and attempting to sway public opinion by blaming the victim. It appears that this strategy has blown up in their face, with overwhelming support for Sgt Loggins from both the citizens of San Clemente and our local Marine Corps friends.
If you are referring to Col. Marano as an arm chair quarterback, then I must disagree. Of all the non-LEO individuals involved, I believe he has more right to know than anyone. The OCSD and DA should be giving him daily briefs as the investigation progresses.
Finally, if you are referring to the citizens who post comments on this and various other articles, then I can only assume that you grew up in the the USSR as the protege of a KGB political officer, as that's the sort of attitude that would be prevalent among the power elite in a totalitarian dictatorship. Here in the US we have a thing called the Constitution, which guarantees our right to free speech. However much you (or I) may disagree with the opinions stated by others, I would NEVER presume to tell others "they are not qualified" to express their opinion. Expressing your opinion, irrespective of education or "qualification" is the basis of modern democracy and is a sacred right.

Colonel Marano not only has the right to express his opinion but the duty to support a Marine under his command until this Marine is proven guilty!
I have always supported the Marines at Camp Pendleton but have also supported our law enforcement officers. To condemn the Marine or call law enforcement officers bad names is inappropriate!
You can bet there are a lot of veterans from all branches of military service that are extremely upset with the death of Sergeant Loggins! Here in Rancho Santa Margarita there are many active and former Marines, Many veterans are members of the VFW, AmVets and the American Legion who are watching this extremely closely!

I love how people keep saying wait for the facts to come out before you make decisions. Its funny that you think they are going to just open everything up to you and say yes take a look at the full video we have nothing to hide here are our results.

The marine was black, in San Clemente. Right there you have more than half the story.
Of course you would NEVER EVER EVER hear that fact used as any excuse, since it would be a clear civil rights violation.
Honestly, does anyone believe this had nothing to do with it? If he had been a blue eyed, blonde haired white male, his actions would not have felt "suspicious," nor would the cop have perceived DANGER to the children.
Cop + Black Man + South O.C. = Shoot First, Ask Questions Later. They just never counted on him being a respected United States Marine. If they could trash him, and call him a drug abuser, etc., they would.....but he was a good guy overall, so they can't, and will use whatever they can to BLAME him. It's hard to contradict, since the guy is dead now, and the only other Non-Pig witnesses, were the children, and the cops will discount and bend their statements to suit their own case.

Good point, David. Since they haven't revealed the identity of the shooter yet, I've been considering this tragedy two ways, with and without applying a racial dimension to everything, but honestly, my gut says that the shooter probably looks much more like me than Sgt. Loggins, and that makes the situation even worse. If that's true, when his identity is released, the headline will change to 'Unarmed Black Marine killed by White Sheriff's Deputy', and it'll probably get national attention after all. Then the Police Union will get the full media scrutiny/flogging for ever defending their own for something so clearly off the reservation, and many more people than just the CO of Pendleton will publicly chastise them for blaming the victim for this tragedy.
The Union doesn't seem to realize that even if you believe every word of their current version of events, it still boils down to killing an unarmed man in front of his kids, who wasn't threatening the Police, without them making any reasonable non-lethal attempt to contain any perceived threats. That series of conditions/actions need to be categorically 'un-authorized' in the OCSD manual that every Police Deputy swears to abide by, if it isn't already (which it probably isn't).

To be completely honest..I am very afraid of the Police Force right now. This story does not add up. The Marine crashes through a gate with his kids in the car, parks vehicle, gets out and "walks away" from an armed police officer who is commanding him to stop. 1. Marines are trained to obey orders from lawful authority. 2. Where did he go? 3. If the officer's primary concern was the children why not take the kids out of the vehicle or disable the Marine's vehicle by blocking it with his cruiser. There were many things short of killing that could and should have been done here. This does not sound like a case where deadly force was warranted and if the Marine had done this in Iraq he would be facing a Court Martial.

Reeks of coverup! But like the kelly thomas case, this too will blow up when the untainted truth comes out. I commend Col. Marano for having the guts and balls to speak out. Sgt. Loggins DID NOT deserve to die the way he did and definitely NOT in front of his children. The police say his daughter said he was acting irrational that morning? Maybe he was running late and upset at himself. I'm a maniac biotch when i'm running late but i don't deserve to die for it. Justice for Manny is what we demand and what he and his family deserve! People, do not let this be swept under the carpet like Manny didn't matter. He mattered to his fellow marines and especially to his wife and three kids...one of whom will grow up never knowing their dad. I know several local police and not all cops are bad. Just takes one bad apple to spoil it for the rest. Stop the insanity of cops hiding behind their badge.

I guess you guys all think you're above the law and are exempt from orders by civilian law enforcement! That explains the death of the four jackasses in Dana Point. What order(s) did Sgt. Loggins fail to follow? Oh, that's right, we don't know because the OCSD refuses to tell the citizens it serves. The whole thing could easily be put to rest with the release of the unedited dashboard cam footage and the disclosure of the truth. The only people a delay and the continued misinformation serves, is the OCSD - NOT the citizens of this country, it only endangers us.

As a retired LEO I must say this doesn't look good at all. However, we live in a society where we are questioned for actions as well as non actions. Had the Sgt been truly having problems and was allowed to drive away and say, drove his vehicle into the ocean in that area, and killed his daughters, we would be questioning the officers for not stopping him when they had the chance. It's a bad situation all around, no winners in this one.

The point here is that they had ALREADY stopped him. The vehicle was stopped and the suspect was away from the vehicle for several minutes. The deputies clearly had cause to arrest Sgt. Loggins and impound his vehicle and its contents. Pursuant to that authority, the deputies could have turned off the ignition and removed the keys. Also, they could removed the girls to a safe place. Instead, according to all three versions of the facts released so far, Sgt. Loggins was allowed to get back into his vehicle and attempt to drive away. It was at that point that the deputy shot him. We have heard a similar tale before. In 2010, the Laguna Beach PD killed a suspect following a chase and collision. The published facts indicate that police had gone inside the car after the crash but didn't bother to remove the keys. The injured young man then put the car in gear and start to move, so the police killed him. The OCDA concluded that the shooting was justified. I expect that we will see the same result here. The shooting will be deemed "justified." It won't matter that the perceived “threat” could have been averted if the deputy who was in the SUV talking to the girls had simply turned off the ignition and removed the key. If nothing else, I hope that this tragedy will cause the OCSD to re-evaluate how they train deputies—i.e., they should be trained to remove the keys from a threatening suspect’s car when they have the opportunity to do so.

As a medically retired marine wounded in combat and living in las Vegas,nv. I'm familiar with the metro police dept. Here and what they have been allowed to get away with by killing unarmed civilans. in the most recent incident here involving a former soldier who was killed with auto. Rifle fire because he would not exit his car. Justice dept.p Refused to investigate. This killing of the marine is just another example of poor police training, a willingness to shoot first and corrupt officals who look the other way and cover for police .
Weed out bad cops....we have a number of good ones who respect human life.

What a tragedy all the way around. Unless you are the most cynical person on the planet, you have to know that the officer involved will have to live with this moment for the rest of his life. The Loggins Family is forever changed. Three kids will not have a father.
I know that there are many out there who automatically blame the "facist cops" in these cases, but our officers face situations that none of us can even imagine. These officers couldn't know what we know now and hindsight is 20-20, but imagine if the officers did not act and Loggins had gotten into his vehicle and a chase ensued and the car crashes and Loggins and his kids are killed? Would we be hearing cries that the officers should have acted sooner to prevent a tragedy?
My biggest problem with this whole issue is that our officers seemed to be ill-equipped with less than lethal force weapons such as tasers, bean bag shotguns, etc. Heck, they could have shot out all four of the tires! With all of the technology available today, why aren't our officers better equipped?
Regardless, a huge tragedy for all involved. My condolences to the Loggins Family, the US Marine Corps and the OCSD. No winners, just losers all the way around.

It's always the Mexican cops that's fearing for their life first. Ask a city cop or a sheriff deputy why they aren't working for the fed's. Because they're too dumb to get a job in the federal government. I studied Criminology and was an officer in the Army National Guard in my early 20's. Dealing with city cops and sheriff deputies was like dealing with blue collar criminals. They gave me a headache and still do.
