Overtime Pay Skyrockets for Special Police Force in O.C.

The Office of Protective Services patrols five centers for the developmentally disabled, including Fairview in Orange County.

Overtime pay for a small, state-run police force has soared in recent years, according to a California Watch investigation. Last year, the Office of Protective Services paid roughly $2 million in overtime to 80 of its officers, who patrol five centers for the developmentally disabled, including Orange County's Fairview Developmental Center in Costa Mesa. "An unusually high number of [OPS] officers ... have doubled their salaries with overtime, enabling some to earn more than $150,000 a year," California Watch reported, noting that the number of officers collecting overtime "far exceeds" other agencies. Murder Sentence Delayed for Ex-NFL Linebacker; Girlfriend Gets Life in Prison

Eric Naposki and Nanette Ann Packard-McNeal were convicted in the 1994 murder of her former boyfriend, a Newport Beach millionaire. Victim's brother calls Packard-McNeal a "black widow" in court today while the prosecutor labels Naposki a coward.

An Orange County woman convicted of first-degree murder in the death of her millionaire boyfriend was sentenced to life in prison without the possibility parole today while her co-conspirator secret lover, former NFL linebacker Eric Naposki, had his sentencing delayed until Aug. 10. Nanette Ann Packard-McNeal, 46, received her punishment for the the Dec. 15, 1994, shooting of 55-year-old Bill McLaughlin this morning from Judge William Froeberg at the Orange County courthouse in Santa Ana. Authorities say Packard-McNeal was romantically involved with both McLaughlin and Naposki, 45, and the pair plotted to kill McLaughlin in order to reap the benefits of his savings account and $1-million life insurance policy. A Camp Pendleton Marine was pinned with the second highest military award Friday. Cpl. Christopher B. Farias earned the Navy Cross for his heroics during an Oct. 5, 2010 firefight in Helmand Province in which a compound they were in was attacked by enemy forces. They blasted the structure with recoilless rifles and rocket-propelled grenades in addition to small arms fire. A wounded Farias fought enemy forces as well treated and transported wounded Marines under fire. Under Secretary of the Navy Robert Work presented Farias and three other service members for their actions that day. “They all willingly marched to the sounds of the guns,” Work said. Marine Sentenced to 15 Years in Death of Fellow Marine

Alvin Reed Lovely, 24, of Dallas pleaded guilty to charges that include voluntary manslaughter.

A Camp Pendleton Marine was sentenced to 15 years in state prison Friday for his role in the May 13, 2008, murder of Stephen Serrano, 20 a fellow Marine in a secluded area of San Clemente. Alvin Reed Lovely, 24, of Dallas, was sentenced after pleading guilty to one felony count of voluntary manslaughter, one felony count of criminal threats, and a sentencing enhancement for the personal use of a firearm in the commission of criminal threats. Sophia Serrano, the victim’s widow, spoke to the court after the sentencing. "I hope the bad guys never have to feel the pain we feel everyday since Stephen was killed,” she said. No Money Worries in San Clemente as City Projects Slight Surplus

San Clemente is looking at a $117-million budget. Despite losses to the state and the poor economy, things are looking pretty rosy, staffers say.

San Clemente officials say there isn't too much to worry about in 2013, at least, financially speaking. The city is planning to spend about $117 million, and they project that tax revenues will come in a little more than that, allowing San Clemente to have a balanced budget for fiscal year 2013. Mayor Jim Evert said at the Thursday budget workshop that he had faith in the  staff's efforts to operate the city efficiently. "I'm very confident that the city staff are good stewards of the city's money," he said. San Clemente lost $2.3 million in a take-back from the state, forcing San Clemente to disband its redevelopment agency, but city manager George Scarborough said redevelopment projects still can be funded from the general fund. Beach Rocks Spontaneously Combust In Woman's Pants

Rocks Set Fire In Pocket: San Clemente woman is burned by rocks from San Onofre State Beach that spontaneously combusted. She is hospitalized with third-degree burns.

How rocks collected from a southern Orange County beach caught fire in the pocket of a San Clemente woman's cargo shorts, landing her in a hospital with third-degree burns, remained a mystery today. The 43-year old woman's children picked up the seven orange and green rocks on Saturday at San Onofre State Beach, which is popular with surfers and known locally as Trestles. The rocks combusted and set the woman's shorts on fire and continued to burn the wood floor of her Avenida Estrella house, according Capt. Marc Stone of the Orange County Fire Authority. The woman, whose name was not released, was hospitalized at Western Medical Center in Santa Ana with third-degree burns to her right thigh and knee, Stone said. He added that the victim "…

Resident Wants His Beach Parking Tax Money Back

A San Clemente resident and trained tax attorney says the city owes him and hundreds of other residents $750 to $1,500 in fees paid for beach parking that was never built.

A San Clemente resident says the city is legally obligated to give back $9 million in fees it collected to build beach parking that never materialized. Brad Malamud, who owns an accounting-related business in town and said he was trained as a tax attorney, told the San Clemente City Council at its Tuesday meeting that fees of $750 to $1,500 paid by homeowners east of the I-5 Freeway for homes built after 1988 should be returned. State law, he said, requires the return of the money collected if no project is built. At the moment, the $9 million is sitting in the city's Beach Parking Impact Fund. The money is reserved for parking at north beach and the Pier Bowl to offset the impact of all the new residents who moved in east of the freeway…

Expert: San Onofre's Leak Problems Run Deep

An analyst hired by environmentalists says the steps being taken by Southern California Edison won't work.

San Onofre could be on ice for 18 months before technicians finally fix the faulty  generators that leaked radioactive steam in January, according to a report issued Tuesday by Fairewinds Associates, an energy consulting firm hired by an anti-nuclear group. "The damaged steam generators ... require major modifications with repair and outage time that could last more than 18 months if [Southern California] Edison and [generator manufacturer] Mitsubishi are even able to repair these faulty designed steam generators," the report states. The report, commissioned by the environmental group Friends of the Earth, said replacing the steam generators is the only real solution to the problem. The San Onofre Nuclear Generating Station will conduct its quarterly "growl" siren testing.

From the city of San Clemente: San Onofre Nuclear Generating Station (SONGS) will conduct quarterly growl testing of the San Clemente community alert sirens during normal working hours from May 15 through June 4. A siren “growl” is a short (less than 20 seconds) blast from a single siren. The public should not be alarmed as this is only a test. Growl testing is required by regulators and is performed quarterly for the sirens within the Emergency Planning Zone. The sirens in our neighboring communities will also undergo growl testing this month. These sirens can sometimes be audible within the boundaries of San Clemente.
