The French Soccer Institute, an elite organization that plans to shepherd young soccer players into the pros, was approved for negotiations to locate on San Clemente's Steed Park.
The Institute wants to build a $25-million-dollar facility on leased land.
As the first step in negotiations, the San Clemente Beaches, Parks and Recreation Commission will form a subcommittee to study the issue.
The commission meeting is at 6 p.m. Tuesday at the San Clemente Community Center, 100 North Calle Seville.
