Coastal Commission Is Set to Approve Pier Bowl Building

Coastal Commission staffers recommend the approval of a four-story building that was involved in a number of lawsuits after the San Clemente Council approved it in 2010.

Developers of a four-story, 4,769-square-foot mixed-use building in the Pier Bowl will ask the California Coastal Commission for approval next week.

The building, approved in 2010,, but a judge ruled in the developers’ favor in June.

The Coastal Commission staff recommends approval of the project with a number of caveats related to signs, construction practices and other issues, including making the developers—Cheryl Pitts and Jeanne Harris—responsible for any attorney fees if the commission is sued in connection with the project, according to the commission staff report.

The building, set for construction on a 3,000-square-foot lot on Avenida Victoria, will have an 800-square-foot takeout restaurant on the ground floor, as well as two residential units on the upper floors of the 29-foot building.

There will be four parking spaces on-site, as well as four others purchased from the nearby San Clemente Cove time-share property.
