Council to Add Signs, Change Zoning, Parking Rules

The San Clemente City Council meets Tuesday to vote on various administrative items.

The San Clemente City Council will vote on items that will spiff-up directional signs, streamline zoning code and prohibit some parking on Avenida Presidio.

The city never has had uniform rules for how signage should look, which has led to a hodgepodge of styles of street and directional signs, according to the city staff report.

The new sign replacement program -- not expected to exceed $1.5 to $2 million over its lifetime -- will replace signs mostly through attrition of the old signs. Bids for a couple of gateway sign monuments were $24,000 and $14,000.

If the measure is adopted, signs will be replaced in 24 locations to start.

Also at the meeting, the council will vote on a package of rule changes to streamline zoning codes for non-conforming use structures. According to staff reports, there are some parts of the code that are unclear or overly cumbersome.

The City Council will also vote on a measure to restrict parking on Avenida Presidio 35 feet south of the Calle Mendoza intersection and 20 feet north of it. Some residents asked for the change, asserting it would improve line-of-sight when turning in and out of the street.

Other residents argued at the San Clemente Planning Commission meeting where the measure was first discussed that the parking restrictions were unnecessary, and that speeding was the real problem in the neighborhood.

Also at the meeting, the council will continue the administrative process of dissolving its redevelopment agency in accordance with state law. The council will set up a board to oversee paying off the debts incurred by the agency while it was still fuctioning to improve the Pier Bowl and other areas.
