PHOTOS: City Manager Passes the Torch

The city of San Clemente said goodbye to a retiring city manager and hello to a new treasurer Tuesday.

San Clemente City Manager George Scarborough attended his last San Clemente City Council meeting in that position.

The retiring Scarborough received honors from the city council, the Orange County Fire Authority batallion chief, Orange County Supervisor Pat Bates and a number of local residents who said they appreciated his service to the city for more than 10 years.

Scarborough retires effective Wednesday, and the Assistant City Manager and City Treasurer T. Pall Gudgeirsson will take the reins as chief executive in the city.

The council appointed a new treasurer, Mark Taylor who has been a commissioner and financial planner in the city. The treasurer is an elected position, so Taylor will serve out the rest of Gudgeirsson's four-year term.

(Gudgeirsson is also a salaried staffer in addition to his small stipend as elected treasurer. San Clemente's City Clerk position, occupied by Joanne Baade, operates in the same manner.)
