Overtime Pay Skyrockets for Special Police Force in O.C.

The Office of Protective Services patrols five centers for the developmentally disabled, including Fairview in Orange County.

Overtime pay for a small, state-run police force has soared in recent years, according to a California Watch investigation. Last year, the Office of Protective Services paid roughly $2 million in overtime to 80 of its officers, who patrol five centers for the developmentally disabled, including Orange County's Fairview Developmental Center in Costa Mesa. "An unusually high number of [OPS] officers ... have doubled their salaries with overtime, enabling some to earn more than $150,000 a year," California Watch reported, noting that the number of officers collecting overtime "far exceeds" other agencies. Murder Sentence Delayed for Ex-NFL Linebacker; Girlfriend Gets Life in Prison

An Orange County woman convicted of first-degree murder in the death of her millionaire boyfriend was sentenced to life in prison without the possibility parole today while her co-conspirator secret lover, former NFL linebacker Eric Naposki, had his sentencing delayed until Aug. 10. Nanette Ann Packard-McNeal, 46, received her punishment for the the Dec. 15, 1994, shooting of 55-year-old Bill McLaughlin this morning from Judge William Froeberg at the Orange County courthouse in Santa Ana. Crime Reports: Drunk Absconds From Hospital With IV

These are selected reports from the San Clemente Police Services dispatch log throughout the past few days.

At 1:06 a.m. Friday, a caller reported a drunk in public in the 600 block of Camino De Los Mares. According to the report, a 51-year-old woman ran out of San Clemente Hospital in a hospital gown and appeared to be intoxicated. She was reportedly being chased by hospital security and the staff needed her to return because she still had an IV in place. She was eventually taken back to the hospital.  At 10:50 p.m. Thursday, a caller reported a firearm discharge in the 100 block of Avenida Adobe. According to the report, the informant heard a medium-caliber pistol fire ten shots in a canyon area. No Money Worries in San Clemente as City Projects Slight Surplus

San Clemente is looking at a $117-million budget. Despite losses to the state and the poor economy, things are looking pretty rosy, staffers say.

San Clemente officials say there isn't too much to worry about in 2013, at least, financially speaking. The city is planning to spend about $117 million, and they project that tax revenues will come in a little more than that, allowing San Clemente to have a balanced budget for fiscal year 2013. Mayor Jim Evert said at the Thursday budget workshop that he had faith in the  staff's efforts to operate the city efficiently. "I'm very confident that the city staff are good stewards of the city's money," he said. San Clemente lost $2.3 million in a take-back from the state, forcing San Clemente to disband its redevelopment agency, but city manager George Scarborough said redevelopment projects still can be funded from the general fund. Family of Marine Killed by Deputy Sues Orange County

Sgt. Manuel Loggins' widow and children say the sheriff's deputy was negligent when he opened fire.

The family of Marine Sgt. Manuel Loggins has sued Orange County, a move that was widely expected after a sheriff's deputy shot and killed Loggins in February in front of his two young daughters. Brian T. Dunn of the Cochran Firm in Los Angeles had already filed a claim with the Orange County Sheriff's Department on behalf of the family, a precursor to litigation. The family alleges that Loggins was lawfully sitting in his car and making no threatening movements when Deputy Darren Sandberg opened fire Feb. 7. Earlier that moring, Loggins drove through a gate in the parking lot of San Clemente High School. Bizarre Burning Beach Rocks Hospitalize Woman

A beach-goer's children collected stones from the beach near Trestles, and the rocks apparently burst into flames, sending her to the hospital.

Officials are investigating a bizarre injury caused by beach stones that apparently burst into flames in a woman's pockets, CNS reports. The 43-year-old woman's children, who were collecting stones along the beach near Trestles, gave their mother the seemingly unremarkable rocks to hold. At about 3:30 p.m., they burst into flames, leaving the mother hospitalized in Santa Ana with third-degree burns. CNS reports that the Orange County Health Care Agency was investigating the incident The woman had burns to her right thigh and knee, said Orange County Fire Authority Capt. Marc Stone said. At 3:41 p.m. Monday, dispatchers received a 911 hang up in the 100 block of Avenida Victoria. The report stated a local transient woman had called 911 from a pay phone near the Catalina Liquor store and was not making any sense. At 3:37 p.m. Monday, a caller reported a disturbance in the 200 block of Avenida La Pata. According to the report, there were subjects riding scooters at Ralph’s Skate park even though it is against the rules.  At 2:04 p.m. Monday, a caller reported an assault with a deadly weapon in the 200 block of Avenida San Antonio. There is at least 1, maybe more, homeless, elderly women wandering around El Camino Real shouting, swearing, occasionally assaulting people. From time to time they have been taken off the street only to return. Any suggestions of what we can do about this problem. It is not good for the kids at the Velvet Yogurt to see and hear this nor very nice for the tourists we wish to welcome to our town.   more ›

Man Succumbs to Injuries from April Crash

Those close to Christopher James Collins set up a makeshift memorial west of the Avenida Pico/Calle Amanecer intersection.

A 21-year-old man who was injured in an April crash along Avenida Pico has died, according to the coroner's office. A memorial with candles, crosses, photos and skateboards is set up against the tree that crash victim Christopher James Collins' vehicle splintered as it left the road and careened 25 feet down an embankment, landing on the asphalt bike trail. Orange County Fire Authority Capt. Marc Stone said the crash was reported at 9:38 p.m. April 19 along Pico, west of Calle Amanecer. Firefighters had to remove Collins from his vehicle -- which appeared to be a Subaru in crash debris -- by mechanical means and had him en route to Mission Hospital by 10 p.m. According to the Orange County coroner, Collins died at Mission on April 28, …

At 6:41 a.m. Friday, a caller reported a vehicle burglary in the 100 block of Calle Amistad. According to the report, a black Honda CRV was burglarized at the Pinnacle Apartments in Talega.  At 6:40 a.m. Friday, deputies were called to assist firefighters in the 200 block of Terramar. The caller said his 59-year-old-wife fell off their balcony. At 1:15 a.m. Friday, deputies arrested a 21-year-old man in the 1100 block of Calle Del Cerro. The man allegedly got into a fight with his roommate and caused facial injuries.
